Toolkit Profile

Commercial-off-the-shelf (COTS) software applications are available to the DoD to perform many important business functions and operations, such as financial and accounting management, inventory, asset and logistics management, supply chain management, customer relationship management and many other functions. The services necessary to plan for, acquire, implement and operate COTS software are broadly described as COTS software systems integration services. The DoD Enterprise Software Initiative (ESI) developed this toolkit to streamline the acquisition and implementation process, institutionalize best practices, and accelerate adoption of DoD data and services strategies. By utilizing the tools, templates, and best practices contained in this toolkit, DoD Components reduce time, expense and acquisition risk associated with conducting new competitions. The DoD ESI mission (shown below) is achieved through the use of these best practices.
